Parking Ban Phase 1 (major roads and bus routes) ends December 31 at noon
The parking ban Phase 1 concludes on December 31, 2025 at 12 p.m. The parking ban was required to effectively clear snow and ice accumulation from arterial roads, collector roads, bus routes and roads within business improvement areas.
City crews are continuing necessary operations before proceeding to clearing residential roadways. With the Phase 1 ban completed, crews will remove centre stacks and windrows in Business Improvement Areas and other high priority locations. Removal will occur on major roadways where snow encroaches on driving lanes, as well as locations where snow reduces sightlines in school zones and crosswalks. Once these removals are completed and conditions are appropriate, a Phase 2 Parking Ban for residential roadways will be announced. Based on current weather forecasts, the City anticipates a Phase 2 Parking Ban will occur within the next two to three weeks to address residential roadways as snow pack has exceeded 10 cm and uneven conditions are occurring.
It’s important the public gives crews safe space to work. For drivers encountering a plow or a group of plows on a roadway, please stay at least eight metres behind the plow.
The City reminds residents that during a parking ban it is imperative vehicles are moved from the roadways to ensure effective snow clearing. With the recent snow accumulation, larger amounts of snow need to be removed from the roadways, which does result in windrows. When residents fail to remove their vehicles, as per the Parking Ban, it results in inconsistent clearing and displaced windrows; this is why moving of vehicles is so important. For roadways where these conditions occurred, clearing and leveling will occur in any subsequent Phase 1 Parking Ban.
The City encourages residents to report winter road concerns through 311. This allows crews to identify trends, coordinate responses and ensure the most efficient service delivery.
Property owners are reminded shoveling snow onto the street or bike lanes is prohibited (see Traffic Safety Bylaw 5590) as this creates hazards and accessibility issues in areas that have been cleared.
City crews continue to work 24 hours a day to address additional snow accumulation and apply traction material as they maintain more than 12,000 km of roadways and 500 km of active pathways.
