NBI to locate fratman in law student’s death

MANILA (Philippines News Agency) — Justice Secretary Vitaliano Aguirre II on Thursday ordered the National Bureau of Investigation (NBI) to coordinate with Interpol to locate one of the suspects implicated in the death of University of Santo Tomas law freshman Horacio Castillo III.

The move comes after the Bureau of Immigration (BI) confirmed that a certain Ralph Caballes Trangia departed on Tuesday onboard Eva Air flight BR262 for Taipei, Taiwan.

Trangia is one of the 16 people included in the Immigration Lookout Bulletin Order (ILBO) issued by Aguirre on Wednesday.

Aguirre will also seek the cancellation of Trangia’s passport.

The order has instructed all immigration officers in the country’s airports and seaports to be on the lookout to prevent attempts of the 16 “persons of interest” to leave the country.

Aside from Trangia, the other members of the fraternity included in the ILBO are: Arvin R. Balag, Mhin Wei Chan, Marc Anthony Ventura, Axel Mundo Hipe, Oliver John Audrey Onofre, Joshua Joriel Macabali, Jason Adolfo Robiños, Ranie Rafael Santiago, Danielle Hans Mattew Rodrigo, Carl Mattew Villanueva, Aeron Salientes, Marcelino Bagtang, Zimon Padro, Jose Miguel Salamat and John Paul Solano.

A person who is is named in an ILBO can still leave the country subject to conditions and requirements including clearance from the DOJ.

On Sunday, the law student’s body bearing bruises and burns was found dumped along a street in Balut, Tondo, Manila allegedly due to hazing. (PNA)
