TESDA to conduct inspection in training institutions

MANILA (Philippines News Agency) — The Technical Education and Skills Development Authority (TESDA) on Wednesday said it will conduct surprise inspection in its training institutions to ensure that the scholarship program is being fully implemented.

This after TESDA Director General Guiling Mamondiong discovered that the agency had some “fake scholars”.

TESDA earlier told the Philippine News Agency that these “fake scholars” didn’t undergo training, and that some Technical Vocational Institutions (TVIs) and operators involved in this anomaly got a big chunk of the budget for the scholarships.

The agency discovered that some TVIs could get a voucher or scholarship slot through cohorts inside TESDA, even without the proper training.

As such, the inspection aims to check the scholarship program under the Training for Work Scholarship Program (TWSP), Special Training for Employment Program (STEP) as well as the Private Education Student Financial Assistance (PESFA).

Mamondiong earlier noted that this administration would not tolerate such illegal practice as it would pave a way for corruption.

Inspection will be divided into three groups: Group 1 (Luzon), Group 2 (Visayas) and Group 3 (Mindanao).

Based on Mamondiong’s order, the National Inspectorate shall formulate an annual action plan and schedule of inspection.

Furthermore, it shall conduct surprise check of on-going scholarship program implementation; monitor the progress of scholarship program implementation; determine the veracity of submitted enrolment reports; and provide periodic report and policy recommendations for the successful implementation.

Meanwhile, Mamondiong said Technical Audit Teams have been formed to inspect TVI’s equipment and facilities, while the Barangay Kasanayan para sa Kabuhayan at Kapayapaan (BKKK) was tasked to scout for scholars in every barangay.

A Tendering System was also formed. Here, training institutions could submit or bid for scholarship slots in the agency. (PNA)
